prayers and public employees

We recently had two students at our school die in a car crash. My department sent out an email about it, including the following note:

Prayers for any directly affected by this tragedy (including the teachers) can only help.

Coming from a public employee, on a mass email list to more public employees, something about this just doesn't seem right. I would have been more okay with "thoughts and prayers" would have been better, or just "thoughts are with them" or something. For some reason I think that the guy is a Baptist and I'm sure it just didn't occur to him, although that's really no excuse.

I'm not going to complain to the person in question, not at this point. But, as a state employee, this doesn't seem quite... right.
